úÆ·ÖÊÁ¿¼à¶½¹¤×÷¡£¹úÎñÔºÓйز¿ÃÅÔÚ¸÷×ÔµÄÖ°Ôð·¶Î§ÄÚ¸ºÔð²úÆ·ÖÊÁ¿¼à¶½¹¤×÷¡£Ïؼ¶ÒÔÉϵط½²úÆ·ÖÊÁ¿¼à¶½²¿ÃÅÖ÷¹Ü±¾ÐÐÕþÇøÓòÄڵIJúÆ·ÖÊÁ¿¼à¶½¹¤×÷¡£Ïؼ¶ÒÔÉϵط½ÈËÃñÕþ¸®Óйز¿ÃÅÔÚ¸÷×ÔµÄÖ°Ôð·¶Î§ÄÚ¸ºÔð²úÆ·ÖÊÁ¿¼à¶½¹¤×÷¡£·¨ÂɶԲúÆ·ÖÊÁ¿µÄ¼à¶½²¿ÃÅÁíÓй涨µÄ£¬ÒÀÕÕÓйط¨ÂɵĹ涨ִÐС£\npeople¡¯sgovernmentsatandabovethecountylevelareresponsiblefortheproductqualitywithintheirrespectivefunctionsandduties.Iftherearedifferentprovisionsconcerningthesupervisiondepartmentsofproductquality,suchprovisionsshallbeapplied.CHAPTERTWOSupervisionandControlProductQuality µÚ¾ÅÌõ¸÷¼¶ÈËÃñÕþ¸®¹¤×÷ÈËÔ±ºÍÆäËû¹ú¼Ò»ú¹Ø¹¤×÷ÈËÔ±²»µÃÀÄÓÃְȨ¡¢ÍæºöÖ°ÊØ»òÕßáß˽Îè±×£¬°ü±Ó¡¢·Å×ݱ¾µØÇø¡¢±¾ÏµÍ³·¢ÉúµÄ²úÆ·Éú²ú¡¢ÏúÊÛÖÐÎ¥·´±¾·¨¹æ¶¨µÄÐÐΪ£¬»òÕß×èÄÓ¡¢¸ÉÔ¤ÒÀ·¨¶Ô²úÆ·Éú²ú¡¢ÏúÊÛÖÐÎ¥·´±¾·¨¹æ¶¨µÄÐÐΪ½øÐв鴦¡£¸÷¼¶µØ·½ÈËÃñÕþ¸®ºÍÆäËû¹ú¼Ò»ú¹ØÓаü±Ó¡¢·Å×ݲúÆ·Éú²ú¡¢ÏúÊÛÖÐÎ¥·´±¾·¨¹æ¶¨µÄÐÐΪµÄ£¬ÒÀ·¨×·¾¿ÆäÖ÷Òª¸ºÔðÈ˵ķ¨ÂÉÔðÈΡ£Article9Thestaffmembersofthepeople¡¯sgovernmentsatalllevelsandotherstateorgansmaynotabusetheirpower,neglecttheirdutiesormisconducttoseekprivateinterests,coveruporgiveloosetotheactsviolatingthislawthatoccurs µÚÊ®ÌõÈκε¥Î»ºÍ¸öÈËÓÐȨ¶ÔÎ¥·´±¾·¨¹æ¶¨µÄÐÐΪ£¬Ïò²úÆ·ÖÊÁ¿¼à¶½²¿ÃÅ»òÕ߯äËûÓйز¿Ãżì¾Ù¡£²úÆ·ÖÊÁ¿¼à¶½²¿ÃźÍÓйز¿ÃÅÓ¦µ±Îª¼ì¾ÙÈ˱£ÃÜ£¬²¢°´ÕÕÊ¡¡¢×ÔÖÎÇø¡¢Ö±Ï½ÊÐÈËÃñÕþ¸®µÄ¹æ¶¨¸øÓè½±Àø¡£\nwithinthelocalityorwithintheindustry,hinderormeddlewiththeinvestigationofactsviolatingthislawthatoccurredintheprocessoftheproducingorsellingproducts.Whereanyofthelocalpeople¡¯sgovernmentsorotherstateorganscoversuporgiveloosetotheviolationsofthislawthatoccurredintheproductionorsellingofproducts,thepersonwhoisheldtobemainlyresponsibleshalltakelegalliabilities.Article10Anyentityorindividualisentitledtoreporttotheproductqualitysupervisionadministrationsorotherrelevantdepartments µÚʮһÌõÈκε¥Î»ºÍ¸öÈ˲»µÃÅųâ·Ç±¾µØÇø»òÕ߷DZ¾ÏµÍ³ÆóÒµÉú²úµÄÖÊÁ¿ºÏ¸ñ²úÆ·½øÈë±¾µØÇø¡¢±¾ÏµÍ³¡£\naboutanyoftheactsviolatingthislaw.Theproductqualitysupervisiondepartmentandrelevantdepartmentsshallholdallinformationaboutthereporterasconfidentialandgiveawardstothereporterinaccordancewiththeprovisionsoftheprovince,autonomousregionormunicipalitydirectlyundertheCentralGovernment.Article11Noentityorindividualmaypreventanyofthequalifiedproductsproducedoutsideoftheregionortradefromenteringtheregionortrade. µÚ¶þÕ²úÆ·ÖÊÁ¿µÄ¼à¶½Article12.Qualityofproductsshall µÚÊ®¶þÌõ²úÆ·ÖÊÁ¿Ó¦µ±¼ìÑéºÏ¸ñ£¬²»µÃÒÔ²»ºÏ¸ñ²úƷð³äºÏ¸ñ²úÆ·¡£\npassstandardexaminationsandnosub-standardproductsshallbeusedasstandardones.Article13.IndustrialproductswhichmaybehazardoustothehealthofthepeopleandthesafetyoflivesandpropertyshallconformtotheStateandtradestandardsforensuringthehealthofthehumanbodyandsafetyoflivesandproperty.InabsenceofsuchStateortradestandards,theproductsshallconformtotheminimumrequirementsforensuringthehealthofthehumanbodyandthesafetyoflivesandproperty.Itshallbeprohibitedtoproduceorsell µÚÊ®ÈýÌõ¿ÉÄÜΣ¼°ÈËÌ彡¿µºÍÈËÉí¡¢²Æ²ú°²È«µÄ¹¤Òµ²úÆ·£¬±ØÐë·ûºÏ±£ÕÏÈËÌ彡¿µºÍÈËÉí¡¢²Æ²ú°²È«µÄ¹ú¼Ò±ê×¼¡¢ÐÐÒµ±ê×¼£»Î´Öƶ¨¹ú¼Ò±ê×¼¡¢ÐÐÒµ±ê×¼µÄ£¬±ØÐë·ûºÏ±£ÕÏÈËÌ彡¿µºÍÈËÉí¡¢²Æ²ú°²È«µÄÒªÇó¡£½ûÖ¹Éú²ú¡¢ÏúÊÛ²»·ûºÏ±£ÕÏÈËÌ彡¿µºÍÈËÉí¡¢²Æ²ú°²È«µÄ±ê×¼ºÍÒªÇóµÄ¹¤Òµ²úÆ·¡£¾ßÌå¹ÜÀí°ì·¨ÓɹúÎñÔº¹æ¶¨¡£\nindustrialproductsthatdonotcometotherequirementsanddemandsforphysicalhealthandsafetyofbodyandproperty.ThespecificmeasuresformanagementwillbeenactedbytheStateCouncil.Article14.TheStateshallinstitutethesystemforcertifyingqualitycontrolsystemofenterprisesaccordingtothequalitycontrolstandardscommonlyacceptedinternationally.EnterprisesmayapplyvoluntarilyforcertificationoftheirqualitycontrolsystemswiththeproductqualitysupervisionandcontroldepartmentsundertheStateCouncilorquality µÚÊ®ËÄÌõ¹ú¼Ò¸ù¾Ý¹ú¼ÊͨÓõÄÖÊÁ¿¹ÜÀí±ê×¼£¬ÍÆÐÐÆóÒµÖÊÁ¿ÌåϵÈÏÖ¤ÖÆ¶È¡£ÆóÒµ¸ù¾Ý×ÔÔ¸ÔÔò¿ÉÒÔÏò¹úÎñÔº²úÆ·ÖÊÁ¿¼à¶½²¿ÃÅÈϿɵĻòÕß¹úÎñÔº²úÆ·ÖÊÁ¿¼à¶½²¿ÃÅÊÚȨµÄ²¿ÃÅÈϿɵÄÈÏÖ¤»ú¹¹ÉêÇëÆóÒµÖÊÁ¿ÌåϵÈÏÖ¤¡£¾ÈÏÖ¤ºÏ¸ñµÄ£¬ÓÉÈÏÖ¤»ú¹¹°ä·¢ÆóÒµÖÊÁ¿ÌåϵÈÏÖ¤Ö¤Êé¡£¹ú¼Ò²ÎÕÕ¹ú¼ÊÏȽøµÄ²úÆ·±ê×¼ºÍ¼¼ÊõÒªÇó£¬ÍÆÐвúÆ·ÖÊÁ¿ÈÏÖ¤ÖÆ¶È¡£ÆóÒµ¸ù¾Ý×ÔÔ¸ÔÔò¿ÉÒÔÏò¹úÎñÔº²úÆ·ÖÊÁ¿¼à¶½²¿ÃÅÈϿɵĻòÕß¹úÎñÔº²úÆ·ÖÊÁ¿¼à¶½²¿ÃÅÊÚȨµÄ²¿ÃÅÈϿɵÄÈÏÖ¤»ú¹¹ÉêÇë²úÆ·ÖÊÁ¿ÈÏÖ¤¡£¾ÈÏÖ¤ºÏ¸ñµÄ£¬ÓÉÈÏÖ¤»ú¹¹°ä·¢²úÆ·ÖÊÁ¿ÈÏÖ¤Ö¤Ê飬׼ÐíÆóÒµÔÚ²úÆ·»òÕ߯ä°ü×°ÉÏʹÓòúÆ·ÖÊÁ¿ÈÏÖ¤±êÖ¾¡£\ncertificationorganizationsrecognizedbythedepartmentsauthorizedbythequalitysupervisionandcontroldepartmentsundertheStateCouncil.Thequalifiedenterprisesshallbeissuedwiththecertificatesforthequalitycontrolsystems.TheStateshallinstitutethesystemforcertifyingtheproductqualityinreferencetotheinternationallyadvancedproductqualitystandardsandtechnicalrequirements.EnterprisesmayapplyvoluntarilyforcertificationofthequalityoftheirproductswiththeproductqualitysupervisionandcontroldepartmentsundertheStateCouncilor\nqualitycertificationorganizationsrecognizedbythedepartmentsauthorizedbythequalitysupervisionandcontroldepartmentsundertheStateCouncil.Thequalifiedenterprisesshallbeissuedwiththecertificatesforproductqualityandareallowedtousequalitycertificationmarksontheproductsoronthepackagesoftheirproducts.Article15.Ansupervisionandinspectionsystembasedonrandominspectionisimplementedbythestatetotestthoseproductsthatmayinjurephysicalhealthorthesafetyofbodyorproperty,thoseimportantindustrial µÚÊ®ÎåÌõ¹ú¼Ò¶Ô²úÆ·ÖÊÁ¿ÊµÐÐÒÔ³é²éΪÖ
